A general vision may exist. Have specific objectives or goals been developed, documented and reviewed? Has this been shared with the team and organization to set them up to participate and support the work?
Without this how can you measure success, how can you know when you are headed in the right direction, how can you get support from others if they don’t know what it is? How can you set expectations and accountability?
